Victor Frankenstein-Reanimator is a pamphlet scenario¸ consisting of enough text to fill up two sides of a piece of paper¸ intended to be printed out and used with little prep on the part of the author. Instead of extraneous information trying to up the word count¸ it aims to give you all killer¸ no filler¸ just the information that you need to run a killer game of Call of Cthulhu on the fly.
The pamphlet is priced cheaply¸ but you're only getting less words¸ not less design.
