The City Watch is in chaos¸ the Kobolds are running amok¸ and the only way you can settle this is to find out who did it¸ find out why¸ and bring them to justice! At the center of it all¸ surely there's a grand treasure to be found! The Penniless Plot is the final part of the Tiny Justice trilogy¸ but can act as a stand-alone adventure for any characters exploring the city of Waterdeep.
