"A group of supervillains plan to meet and hints of where this meeting will take place are scattered around town with other villains. The players are superheroes and heroines¸ and while fighting crime one of them (or the group) finds a strange message encrypted with a supervillain¸ the Winged Cobra. He refuses to tell more about the note and¸ being a minor villain to the grand scheme¸ fears being eliminated for doing so..."
