Celdon is an industrial city that is populated by a downtrodden working class¸ a cruel white collar elite¸ rebellious beggars¸ and ghosts which wander the streets day and night and act as judges. Aleister Scrimp is a cold¸ miserly old man and every Midwinter the city descends into a ghostly maelstrom. The terrible living conditions and horrifying display which occurs every Midwinter has beaten the holiday spirit and joy from most in the city.
