"Mill City Heroes" is a campaign setting that combines pulp western¸ super heroes¸ and steam-punk gadgetry. The setting is based on "The Adventures of Merrimack" comic book and many of the plot elements and story threads found in that title are present and active in the setting rules presented here. In Mill City Heroes¸ player characters adopt the roll of pulp heroes who battle the forces of evil in the guise of corrupt officials¸ greedy businessmen¸ cattle smuggling outlaws¸ high-class gangsters¸ and seductive courtesans.
