The scenario deals with brainwashing - in particular¸ the brainwashing of a certain NEO officer. When this officer¸ as a result of the brainwashing he has received¸ announces that he wishes to defect to RAM¸ the player characters get involved in the case as their commanding officer doesn't like that in general. In particular¸ a lot of NEO spies¸ moles¸ and undercover agents may be compromised if the NEO officer is allowed to spill his guts to the RAM organization.
